A city may have a sustainability plan and personnel responsible for sustainability; but, in order to understand how cities make progress on their sustainability policy goals, we need a view of the networks working to advance sustainability in the community. Sustainability, as a concept guiding public action, encourages city officials to integrate policy and programs addressing the economic, environmental, and social health of the community.
