COMESA Investment Report 2025 : Investment Trends and Policy Insights

In an era of global investment decline, COMESA defies trends with record FDI inflows fueled by renewable energy and construction. The analysis explores shifts in SDG sectors, the digital economy and industry, while assessing policy measures aimed at diversifying and strengthening regional investments.

The COMESA Investment Report 2025 presents an analysis of the investment landscape in the region, covering foreign direct investment (FDI), greenfield investment, cross-border mergers and acquisitions (M&As), and international project finance, at a time of global investment contraction. While worldwide flows declined, COMESA recorded record-high inflows in 2024, propelled by large-scale projects in renewable energy and construction. The report reviews investment by project type, sector, and geography, highlighting the increasing concentration of inflows in a few member States. It also examines investment in Sustainable Development Goal (SDG)–related sectors such as health, education, and water, as well as in the digital economy and industrial development. The investment policy section analyses national measures, facilitation initiatives, and progress in updating the COMESA Common Investment Area (CCIA) Agreement. Drawing on international best practices and lessons from other regional groupings, the report outlines possible areas for action for consideration by COMESA’s investment ministers and for broader stakeholder consensus-building. Serving as a baseline for the COMESA 2026–2030 Medium-Term Strategic Plan, the publication identifies pathways to broaden the investment base, enhance resilience, and strengthen policy coherence.
