Guide for Designing Monitoring and Evaluation Systems for Open Government Interventions : ECLAC Methodologies No. 9

This Guide offers a practical and conceptual roadmap for strengthening monitoring and evaluation systems (M&E) in Latin America and the Caribbean, with the aim of improving public management and promoting the creation of public value. In a context marked by structural challenges and low institutional capacity, the document proposes a comprehensive approach based on the principles of open government—transparency, participation, and collaboration—and results-based management. Through eight sequential stages, it guides governments and institutions in the design, implementation, and sustainability of systems that enable the evaluation of the performance of public policies, programmes, and projects. The Guide incorporates technical tools, evaluation criteria, mixed methodologies, and cross-cutting approaches such as gender, territory, and climate change. It also highlights the importance of institutionality, a culture of evaluation, the effective use of information, and citizen participation. With a gradual and contextualised approach, this publication seeks to contribute to strengthening state capacities, promoting organisational learning, and consolidating more effective, transparent, and people-centred public management.
