U.S.-Mexico Transboundary Hydrocarbons Agreement : Considerations & Implementation Proposals

The offshore areas of the Gulf of Mexico provide a setting for domestic and international energy production, U.S. military training and border operations, trade and commerce, fishing, tourist attractions, and recreation.
